Review/Analysis

Murder/assassination maintained its place at the top of the crime index as the Nigerian Police Force (NPF) have continued to assure Nigerians of their commitment to protect lives and properties with the arrest of gang leaders and some suspects while others remain at large. These incidents were recorded in various regions of the country.

Kidnap/hostage also ranked high. Though some victims remain in captivity, the police made arrest of gang leaders and other suspects, while in pursuit of other suspects. The south-south and south-west recorded most of these incidents.

Gang incidents also took a leap up the crime index. The authorities have assured of their determination to curb these incidents. Despite their activities, the police dislodged major gangs and arrested suspected cultists. Most arrests were made in the south-west, where the Lagos state police command, has continued a raid on dark spots.

Terrorism remains on the rise with attacks in various parts of the north-eastern region. The military has consistently dismantled camps of the terror groups. But the group finds new ways to regroup and attack towns, where the people appear helpless. The military onslaught appears to have stripped the terrorists of supplies as the supply routes were cut-off, and the terrorist have resolved to looting villages for food and supplies.
Robbery incidents remain low as the authorities continue raid criminal hideout and making arrest of suspects during raids of their hideouts. These incidents were recorded across various regions of the country.
The government charges everyone resident in Nigeria to be security conscious. It is the responsibility of everyone to be a neighbourhood watch. Take cognizance of your environment to keep you and your neighbour safe.
We urge you to remain law abiding and report any perceived threat to the appropriate authorities.

French Soldier Killed in Mali Bomb Attack

The French Government on Thursday said a member of the French Foreign Legion has been killed in a bomb attack in northern Mali. The Minister of Defence, Jean-Yves Le Drian told newsmen that the soldier, who was taking part in an anti-terrorist operation, was killed by a crude bomb that had been planted by Islamist insurgents. He was the eighth French soldier to be killed since France launched an intervention against Islamist rebels in northern Mali in January 2013. In a statement, President Francois Hollande expressed respect for the soldier’s sacrifice and sent his condolences to his family. Le Drian said that the phase of frontal war in Mali was “drawing to a close”. French and Malian forces in 2013 carried out a lightning offensive against al-Qaeda affiliated insurgents, who took advantage of a coup to seize control of the northern half of the country. Within a month, the rebels had been chased out of most towns but they continued to mount sporadic attacks from their rear bases in the desert. Around 1,600 French soldiers have stayed behind to lead anti-terrorist operations until Mali’s army – which is being trained by a European Union mission – has the capacity to fight the threat alone.

China Detains Journalist over Protests

Prominent journalist Gao Yu has been “criminally detained”, China has announced, as the 25th anniversary of the Tiananmen Square protests nears. State news agency Xinhua said the 70-year-old had leaked a confidential document to a foreign website. Ms Gao had been reported missing since 24 April by family and friends. Authorities confirmed they had detained her on this date. She joins several other government critics rounded up in recent days. Ms Gao had illegally obtained the document and sent it to the website last year, said Xinhua. The document was later widely reposted abroad, it said. State television network CCTV aired a video of a woman said to be Ms Gao confessing on Thursday morning. The woman, whose face was blurred, said: “I admit that what I’ve done touched on legal issues and threatened national interests.”

UN Urges Support for Chad over Food Insecurity

The UN under Secretary General for Humanitarian Affairs, Valerie Amos, has appealed for urgent aid to Chad to stem chronic food shortages and malnutrition. She made the call on Thursday in Gaoui, Chad during her first visit to the African country. Amos said this has become imperative as the humanitarian response for the country was severely underfunded. “The humanitarian response plan managed by the UN in Chad is currently only five per cent funded,” she said. Amos said it was unfortunate that Chad has been plagued by food insecurity and malnutrition, which affected about 2 million people. She said the country was also coping with the spillover impact of the crisis in neighbouring Central African Republic. Amos said since the beginning of the year, the government of Chad and the humanitarian community have evacuated over 70,000 people from the CAR and facilitated the return of over 28,950 Chadian migrants to their areas of origin. She added that humanitarian partners are also assisting more than 61,000 people in transit sites. Amos noted that in 2013, 45,000 children died of malnutrition in the country. Amos on Tuesday visited a transit site for refugees in Gaoui, near the Chadian capital.

Ukraine Crisis: Separatists Debate Referendum Call

Pro-Russian activists in eastern Ukraine are due to consider a proposal by Russian President Vladimir Putin to delay referendums on autonomy. Separatist leaders in Donetsk and Luhansk say they will put the matter before “people’s councils”. The referendums are due to take place on Sunday and millions of ballot papers have been prepared. Mr Putin has said putting off the vote could help create the conditions necessary for dialogue. In what appeared to be a shift in Russian policy, Mr Putin also said this month’s presidential elections in Ukraine were a move “in the right direction”. His remarks came days after his spokesman said holding such an election would be absurd. Moscow has vowed to protect the rights of the largely Russian-speaking people in the south and east against what it calls an undemocratic government in Kiev. Ukraine’s interim authorities have rejected pro-Russian activists’ demands for greater autonomy and sent in troops to seize back official buildings occupied by rebels. “We respect Putin’s stance,” said Denis Pushilin, a pro-Russian leader in the eastern city of Donetsk. “He is a balanced politician. Therefore we will submit his proposal to the people’s council.”

Syria: Rebels Evacuated from Homs

Hundreds of rebels have been evacuated from their last stronghold in the central Syrian city of Homs. Two convoys of buses have so far left the Old City under a deal brokered by Iran and facilitated by the UN. The withdrawal is part of a deal that will also see rebels release dozens of captives and ease two sieges. It marks the end of three years of resistance in the central city, once dubbed the “capital of the revolution” against President Bashar al-Assad. Much of Homs fell to the opposition in 2011, but over the past two years government forces have gradually regained control by subjecting areas once home to tens of thousands to continuous siege and bombardment. In February, the government allowed about 1,400 people to be evacuated from the Old City. The BBC’s Paul Wood in Beirut says the rebel fighters and their families were sad and bitter as they said goodbye to a place they swore they would never leave. They buckled finally, our correspondent adds, after the government’s forces employed the tactic of what some Syrian army officers called “surrender or starve”. “The rest of the world failed us,” one activist told the BBC as he prepared to leave. A video posted online by activists on Wednesday morning showed the first group of fighters, some with their faces covered, walking in a line towards green buses. They were watched by around a dozen men in uniform and flak jackets marked “police”. In front of the buses was a white vehicle with the markings of the UN. Each fighter was allowed to take one bag and a rifle, and one rocket-propelled-grenade launcher was permitted per bus.

Review/Analysis

Murder/assassination took an upward plunge this week with records of brutal mass killings. Prominent was the killing of an estimated 30 persons by person suspected to be soldiers in three villages in Plateau State. The authorities continue to work and assure citizens of the unflinching efforts to bring perpetrators to book.

Kidnap/hostage cases remain high. Though some victims are still held hostage, the police, once again were brilliant with the arrest of gang leaders and other suspects, while in pursuit of other suspects.  The south-south and south-west recorded most of these incidents.

Robbery took a nose dive as there were only pockets of robbery. The authorities have made some arrest, though some of the armed robbers escaped. The southern region of the country recorded more of these cases.

Terrorism which had been on the rise in recent weeks, took a downward plunge with few incidents on record. Thanks to the strong determination of the Federal Government and the military to completely eradicate terrorism before the end of May 2015. The north-eastern region remains the centre of these cruel acts.

Government security agencies have continually urged residents to remain alert to their environment and identify threats, strange behaviour or movement, which should be promptly reported to the appropriate authorities for investigation.

Villeworth maintains her call for all to see safety and security as priority. Everyone is involved.

US Appeal Court Affirms Life Sentence for Christmas Day Bomber

Christmas Day underwear bomber Umar Farouk Abdulmutallab Monday at a US appeal court in Detroit Michigan lost his defence against a life sentence. The convict who was represented by Travis Rossman, had on Christmas Day 2009 attempted to detonate an explosive device on a Northwest Atlantic Airlines Flight 253 operated by Delta Airlines  flying from Amsterdam to Detroit, months after he had travelled to Yemen where he was radicalised by a violent jihadist group with links to al-Qaeda. Abdulmutallab who was part of the 289 passengers on board had tried to ignite the explosives concealed in his underwear as the aircraft made its final approach to Detroit Metropolitan Airport. Against all expectations, the explosives failed to detonate injuring only the bomber before pilots landed the plane, while the convict was escorted into custody. He was later tried for attempted murder, conspiracy to commit an act of terrorism, attempted use of a weapon of mass destruction and other charges.

Australian Heat Wave to Worsen as Fires Rage

Australians sweltering through a severe heat wave were warned, on Thursday, that the worst was yet to come, with hundreds of fires raging in several states and temperatures nearing record highs. Most of southeast Australia has been sizzling in a heat wave that triggered a devastating wildfire on the west coast, razing 55 homes and claiming one life on Sunday. The mercury has soared above 40 degrees Celsius (104 Fahrenheit) for successive days in South Australia and there is a total ban on recreational fires in neighbouring Victoria where players at the Australian Open fainted and vomited in blistering conditions. Play was halted on Thursday afternoon due to the extreme heat, and a Melbourne school gardener, aged 76, died after collapsing on Wednesday in the grounds. Commuters were urged to leave work early to ease peak-hour pressure on trains and trams, with the heat expected to cause significant delays. Health officials in South Australia said 129 people had presented to hospital in the past three days with heat exhaustion and dehydration. The Climate Council think-tank said new research had showed that heat waves were becoming longer and more frequent in Australia, with heat records toppling three times as often as cold records and the number of hot days more than doubling.

16 Dead in China Shoe Factory Fire

Sixteen people died Tuesday in a fire at a shoe factory in eastern China, state media reported, a blaze which highlights poor workplace safety standards in the country. A total of 20 people were rescued from the fire at the Dadong Shoes factory in Taizhou, Zhejiang province, China Central Television said in a post on its site on Sina Weibo, a Chinese version of Twitter. The blaze, which started in the afternoon engulfed an area of 800 square metres, said the report, which did not give details on what caused the fire. Workplace safety standards can be poor in China, where fatal accidents happen regularly at mines and factories, with some blaming lax enforcement of rules. A fire at a poultry plant in the northeastern province of Jilin in June killed 120 and injured at least 70, in China’s deadliest blaze in over a decade.
